STORM ADVISORY 

Effective: Wednesday, December 31, 11:00 a.m.

The National Weather Service is forecasting a winter storm with the potential for periods of heavy rain and possible flooding or debris flows near recent burn areas. The City is monitoring storm updates from the National Weather Service and regional partners.

Residents in foothill, canyon, and flow-path areas should remain alert to changing conditions and take precautions in advance of the storm.

Red Flag Parking Restrictions

Red Flag parking restrictions will be in place effective Wednesday, December 31, 2025, at 11:00 a.m. on posted streets and locations to maintain emergency access for first responders.

When restrictions are activated, parking will be prohibited on designated narrow and winding roads to maintain emergency access for first responders.

Residents should:

 - Monitor official City and County alerts
 - Be prepared to relocate vehicles if restrictions are announced
 - Avoid parking in flow paths, canyon streets, or in front of storm drain inlets

Stay Connected and Prepare

Residents in canyon areas, flow paths, and flood-prone areas should remain alert and follow all evacuation and safety instructions during the current storm event. Recommended preparedness steps include:

  • Register for alerts through Nixle and Genasys

  • Review evacuation routes for your household

  • Assemble an emergency kit with food, water, medications, flashlights, batteries, and key documents

  • Keep your vehicle in good condition with at least a half tank of fuel

  • Use sandbags or other barriers if your property is vulnerable to flooding or debris flow

• Inspect your property’s drainage and secure outdoor materials that could block water flow.
• Avoid parking on canyon streets or in front of storm-drain inlets to maintain emergency access.
• Prepare an emergency kit and go-bag with essential items, documents, and medications.
• Check on neighbors who may need help preparing, especially elderly or mobility-limited residents.

Genasys Protect App
The Genasys Protect system provides real-time, zone-based alerts for evacuation orders, warnings, and public safety notifications. Residents can check their evacuation zone and receive updates online or through the mobile app.

Evacuation Planning and Safety Measures

• Know your evacuation zone using the Genasys Protect App or website before the storm intensifies.
• Plan at least two exit routes from your neighborhood in case primary roads are blocked.
• If an evacuation order is issued, leave immediately and follow official directions.
• Do not attempt to drive or walk through moving water. Six inches of flowing water can knock you off your feet, and 12 inches can move a small car.
• If you shelter in place during heavy rainfall, monitor conditions closely and be prepared to stay indoors if roads become unsafe.
• Check on neighbors and offer assistance to anyone who may need help evacuating.

City Maintenance and Monitoring  

Public Works crews continue ongoing storm preparation and monitoring, including clearing drains, storm basins, and debris areas. Crews will continue responding to storm-related impacts and maintain emergency access routes.

Additional Safety Guidance
• Keep a battery-powered radio or charged mobile device available for emergency alerts during power outages.
• Review your household communication plan so everyone knows how to stay in contact and where to meet if separated.
• Move valuables and electronics to higher ground in flood-prone areas of your home.
• Secure outdoor furniture, trash cans, and other loose materials that could block drainage paths.
• After the storm, avoid walking or driving through mud-covered or debris-filled streets until Public Works has cleared them.

Emergency Response and Mitigation Resources
During periods of active mudflow or debris movement, Fire, Police, and Public Works personnel may not be able to access affected areas until conditions are safe. If you remain during an evacuation order, be prepared to shelter in place until emergency crews can enter.
