- Whether the noise concern is resolved under existing findings and, if not, a reference to the noise ordinance
- Number of TUP events allowed in the residential zone for commercial and non-commercial uses - and for other zones if different
- Noticing types for residential zone commercial versus non-commercial uses - and for other zones if different
On Tuesday, March 26, 2024, at 5:30 PM in City Council Chambers, the City Council continued its discussion from March 12, 2024, with focus on Home Occupations.
On March 26, 2024, at 5:30 PM in City Council Chambers, the City Council considered a resolution providing clarifying policy regarding waiver of fees associated with temporary use permits for qualifying entities such as nonprofit organizations. City Council directed staff to make certain modifications to the resolution and present it for approval by consent at the next available City Council meeting of April 9, 2024.
On April 9, 2024, the City Council reviewed and passed Resolution no. 24-23 establishing a fee waiver program for temporary use permit applications.
This resolution specifies which entities are eligible to apply for a fee waiver, the criteria each entity must meet, the limit of waiver that may be approved, exclusions, and appeal procedures.

On April 18, 2024, at 7:00 PM in City Council Chambers, the Planning Commission conducted a Public Hearing (Agenda Item 6) considering a Municipal Code Text Amendments to the Temporary Use Permits Ordinance (Agenda Item 6B), Home Occupations Ordinance (Agenda Item 6C), and Historic Preservation Ordinance (Agenda Item 6D). The Planning Commission approved multiple resolutions, some being modified from the versions in the Staff Reports, recommending the City Council approve the amendments by ordinance.
With the Planning Commission's recommendation for approval, the City Council is expected to conduct a public hearing for the first reading of the ordinance on May 28, 2024.

On May 28, 2024, at 5:30 PM in City Council Chambers, the City Council held a public hearing for the First Reading of Ordinance No. 1470 amending the Temporary Use Permits, Home Occupations, and Historic Preservation ordinances. The amendments were recommended by the Planning Commission on April 18, 2024.
On June 11, 2024, at 5:30 PM in City Council Chambers, the City Council will discuss the Second Reading of Ordinance No. 1470. Staff is recommending that the City Council re-introduce Ordinance No. 1470 for First Reading to further amend the Temporary Use Permits Ordinance in light of the modifications that City Council directed at its meeting of May 28, 2024.
On June 25, 2024, at 5:30 PM in City Council Chambers, the City Council re-introduced the First Reading of Ordinance No. 1470. This version of the ordinance will include the modifications made by the City Council on May 28, 2024. The City Council considered additional amendments, at the recommendation of City Staff, pertaining to the Temporary Use Permits ordinance.
On July 9, 2024, at 5:30 PM in City Council Chambers, the City Council conducted the Second Reading of Ordinance No. 1470. This ordinance incorporates amendments to the Temporary Use Permits, Home Occupations, and Historic Preservation ordinances. The effective date of Ordinance No. 1470 is August 8, 2024.
On July 9, 2024, the City Council was scheduled to introduce the First Reading of Ordinance No. 1471. However, upon receipt of additional information, it was recommended that the City Council continue this agenda item to next available meeting date of July 23, 2024.
Tentatively, on July 23, 2024, at 5:30 PM in City Council Chambers, the City Council will conduct the First Reading of Ordinance No. 1471, as continued from the originally scheduled date of July 9, 2024.
This ordinance proposes amendments to the Commercial Photography and Motion Picture Filming ordinance and the Temporary Use Permits ordinance that will introduce limitations on the frequency of temporary uses within non-commercial uses, related to existing limitations of frequency on filming activity in non-commercial areas.
Once the City Council conducts the first reading of the ordinance and provides any comments for modifications, the ordinance together with any modifications by the City Council, will be forwarded to the California Film Commission for review by its director. This process is conducted in accordance with the requirements under subdivision (b) of section 14999.21 of the California Government Code.
Tentatively, on September 10, 2024, at 5:30 PM in City Council Chambers, the City Council will conduct the Second Reading of Ordinance No. 1471.
